高千穂鉄道
今年の９月に日本列島を直撃した台風１４号の事は、覚えているでしょうか？とても甚大な被害をもたらした台風で、死者２６名、行方不明者３名、負傷者１７９名をだし、全壊した家屋１１７８棟もあったとても、大きな台風です。鹿児島の垂水市で孤立地区が出来たのも記憶にあるかも知れません。
その影響（要因は詳しく分かりませんが、局地的な雨で）鷺ノ宮駅前が冠水して、帰るのが大変だったのです。そして、この台風による災害救助法が、我が東京都中野区にも適用されました。
なかでも、被害が大きかった宮崎県は、広域にわたって災害救助法が適用され、県内全域で被災者生活再建支援法が適用されました。
そして、「高千穂鉄道」が全線に渡って甚大な被害を受け、運休（全区間不通）をしいられていました。その鉄道が、全線廃線へという報道がなされています。
元来、赤字路線で第３セクター運営の「高千穂鉄道」でして、復旧のためには３年７ヶ月、２６億円強のお金がかかるというのです。橋梁が２つ流され、さまざまな被害を受けたのです（詳細は、下に紹介する高千穂鉄道のホームページに書いてあります。）。そのため、全線復旧は無理だとしても、区間的に復旧する等の案がありましたが、全線撤廃の動きが広がっているようです。
地域のシンボルてき路線で、鉄道マニア等にも人気で、秘境駅で有名な「影待駅」などもあり、この台風の復旧のシンボルとしても復活して欲しいものです。やはり、鉄道が無くなると言うことは、なにかすごいダメージのような気がします。各地で、チャリティーや、シンポジウムなども行われているようですが、なかなかやはり難しいのでしょうか？
何か、国も支援したり、何か新しいアイディアを重ねて、何とか復旧のシンボルとして、地域の活力としてなんとかならないのかなと、思います。 無駄なダムや、変な施設を建てる税金をこっちに回せばとかと思うのですが、そう簡単にはもちろんいかないのでしょう。
でも、本当に復旧／復活のための、いろいろ活動もしているみたいなので、応援したいです！！！なんとか復活を！！！

末筆ながら、こういう記事を見ていて書いていたりして思ったのですが、こういうローカル鉄道などを利用した、アート・マネージメントというのが何となくできるような気がします。鉄道という地域住民の足を活用した地域密着型、地域創造。何か、夢があるし、実現、出来るような気がします。それがこういうローカル鉄道の活力になるのではないかと。
最後に、その全線復旧断念の共同通信のニュース記事を引用します。
９月の台風１４号で線路が寸断され全面運休が続いている宮崎県の第三セクター、高千穂鉄道（高千穂町、全線５０キロ）が廃線となる見通しであることが９日、関係者の話で分かった。同社内で検討していた被害の少なかった区間での部分的な運行再開も断念する見込み。
高千穂鉄道は９日、取締役会を開催。社長の黒木睦郎高千穂町長は記者会見で「経営ということで言うなら厳しい」と語り、高千穂−槙峰間の約２０キロの部分運行についても、実現は厳しい状況であることを明らかにした。
これに加えて、同鉄道の筆頭株主である宮崎県が部分運行に難色を示し、出資している沿線自治体の大半が廃線論に傾いており、廃線が不可避の状況となった。
